A festival of music, film and spectacle: the best of Belfast 2024
Wed, 15 May 2024 06:00:35 GMT

A year-long celebration aims to start a new chapter for Belfast, forging better connections and conversations within communities through creativity and culture

Belfast did not have the best of starts to 2024. Never mind the mass public sector strikes, the not-unrelated fact of Northern Ireland being without a functioning government (the government returned, the strikes were settled, or suspended … for now), at the end of January, one of the city’s most respected – revered – publicans, Pedro Donald, who over the years had brought us the John Hewitt, La Boca, the Sunflower and the American Bar, announced that he was leaving for Amsterdam. There may not be bombs and bullets any more, he said, but Belfast was “a dump and derelict”. Indeed, apart from a few good years between the Good Friday agreement and the financial crash, the city was in many ways no further on than when he started in the trade in 1984.

Some bridled at the broadside. But walking towards the Sunflower along Royal Avenue, historically the main shopping street, after 6pm sometimes, you would have been hard-pressed to say Pedro had called it wrong. Hard-pressed, too, to say that the people in whose gift was the title of “city of this” or “capital of that” were being entirely unreasonable when they overlooked bids from Belfast in the not-too-distant past.

Putin and Xi’s ‘no-limits’ friendship will be put to the test on state visit to China
Wed, 15 May 2024 02:00:29 GMT

Russia, shunned from the world stage, and China, subject to new US tariffs, want to pivot further from the west

Having secured a mandate to extend his rule of Russia to three decades, Vladimir Putin is expected to travel to Beijing on Thursday on a state visit to meet Xi Jinping intended to shore up his most important international relationship.

The two men toasted their “no-limits” friendship in February 2022 – meant as a counterweight to the global influence of the US. That partnership has increasingly come under pressure as the Biden administration sought to isolate Russia from its Chinese lifeline after the full-scale invasion in Ukraine, which began later the same month.

Chicken rice, chickpea bake and wheat salad: Ella Mittas’ easy autumn recipes for a Mediterranean feast
Tue, 14 May 2024 15:00:25 GMT

The Melbourne-based chef has looked to her Greek heritage and travels to Turkey to spin a trio of comfort recipes

My father’s side of the family is Greek. They live next door to each other in Melbourne. There are holes cut in fences, so everyone can be together easily. It seems separate from the rest of Australia, but it’s a version of Greece abstracted from the real thing; its traditions are built on distant memories.

These recipes are a mix of things I saw, ate and was taught while working in a village in the mountains of Crete and the hot, loud streets of Istanbul, as well as my own Greek heritage. Years of cooking them have turned them into something more my own.

South China Sea: huge civilian Filipino flotilla heads to disputed shoal to ‘assert sovereign rights’
Wed, 15 May 2024 05:55:00 GMT

Philippines coast guard and navy watch as wooden boats head to Scarborough shoal to place buoys and hand food packs to local fishers

A flotilla of about 100 mostly small fishing boats led by Filipino activists has set sail for a disputed shoal in the South China Sea, where Beijing’s coast guard and suspected militia ships have used powerful water cannon to ward off what they regard as intruders.

The Philippine coast guard and navy deployed one patrol ship each to keep watch from a distance on the activists and fishers, who set off on wooden boats with bamboo outriggers on Wednesday to assert Manila’s sovereignty over the Scarborough shoal. Dozens of journalists joined the three-day voyage.

‘Impossible’ heatwave struck Philippines in April, scientists find
Tue, 14 May 2024 21:00:21 GMT

Human-caused climate crisis brought soaring temperatures across Asia, from Gaza to Delhi to Manila

The record-breaking heatwave that scorched the Philippines in April would have been impossible without the climate crisis, scientists have found. Searing heat above 40C (104F) struck across Asia in April, causing deaths, water shortages, crop losses and widespread school closures.

The extreme heat was made 45 times more likely in India and five times more likely in Israel and Palestine, the study found. The scientists said the high temperatures compounded the already dire humanitarian crisis in Gaza, where displaced people are living in overcrowded shelters with little access to water.

So Russell Brand was baptised in the Thames, and all his sins were washed away. Cheaper than a lawyer, I suppose | Marina Hyde
Tue, 14 May 2024 15:21:03 GMT

His journey to Christianity was very moving, and infinitely more spiritual than his trip to the police station to deny criminal allegations

A hazmat dredger, please, to the stretch of the River Thames in which Russell Brand was recently baptised, in an event apparently conducted by TV adventurer and chief scout Bear Grylls. I know, it’s incredible: Thames Water is no longer responsible for the biggest piece of shit in the river.

In his mystical biography of the Thames, Peter Ackroyd observed: “There are some parts of the river that create or harbour distinct properties that are not susceptible to rational analysis.” And I think we might be dealing with one of those properties right here. Rational analysis deserts me as I survey a recently released photo of a topless Brand, a topless Bear, and the unidentified owner of what appears to be an S-reg Japanese hannya mask back tattoo embracing in the waist-deep current. Then again, it’s possible the third figure is actually identified. The Brand-penned caption on this Insta-trocity runs: “Me, Bear Grylls, The River Thames and of course, The Holy Spirit.” Sorry, but does the Holy Spirit now have a back tattoo? Game’s gone.

Heavy rains triggered flash floods and caused torrents of cold lava and mud to flow down a volcano’s slopes on Indonesia’s Sumatra island, killing at least 41 people and leaving more than a dozen others missing, officials have said.

Monsoon rains and a major mudslide from a cold lava flow on Mount Marapi caused a river to breach its banks and tear through mountainside villages in four districts in West Sumatra province just before midnight on Saturday. The floods swept away people and submerged more than 100 houses and buildings, national disaster management agency spokesperson Abdul Muhari said on Sunday.

Andrei Belousov: Putin picks trusted technocrat to run defence ministry
Tue, 14 May 2024 06:00:27 GMT

Loyalist economist who ‘thinks years ahead’ inherits Kremlin’s biggest challenge as it prepares for the long haul in Ukraine

In 2014, Russia’s bloc of economic strategists was panicked by Vladimir Putin’s decision to annex Crimea and foment a war in east Ukraine, a move that led to western condemnation and sanctions against Russia that were seen as potentially ruinous.

But his adviser Andrei Belousov was a rare economist who publicly stood by his side, calling the damage manageable and western sanctions “insignificant” in terms of the Russian economy.

In a significant rupture with the Labor party position, Payman called for sanctions and divestment from Israel and declared “from the river to the sea, Palestine will be free” – a politically charged phrase that Albanese has criticised.

Democrat Angela Alsobrooks to face ex-governor Larry Hogan in Maryland Senate race
Wed, 15 May 2024 02:37:46 GMT

Alsobrooks beats Dave Trone and Hogan wins Republican primary, setting up November clash that could determine control of Senate

Democrat Angela Alsobrooks will face off against former Republican governor Larry Hogan in the Maryland Senate race this November, setting up an unexpectedly competitive election in the reliably Democratic state. Republicans have a rare opportunity to flip a Senate seat in Maryland, and the outcome of that race could determine control of the upper chamber in November.

Alsobrooks and Hogan won their parties’ Senate primaries on Tuesday, as Maryland voters cast ballots in the presidential race as well as congressional elections. Joe Biden and Donald Trump easily won the state’s primaries after already securing enough delegates to capture their parties’ nominations.

Michael Cohen tells hush-money jury of phoney invoices to cover up payment
Tue, 14 May 2024 16:52:45 GMT

Trump’s ex-lawyer testifies in Manhattan court that repayments began shortly after February 2017 meeting in Oval Office

Donald Trump’s ex-lawyer Michael Cohen testified in Manhattan court on Tuesday that he submitted phoney invoices for legal services to cover up what were, in fact, reimbursements for a $130,000 hush-money payment to the adult film actor Stormy Daniels on his then boss’s behalf.

He repeatedly identified Trump as the driver of the Daniels payoff scheme – and said that he did it to protect Trump from losing the election. Cohen said he got the money to Daniels “to ensure that the story would not come out, would not affect Mr Trump’s chances of becoming president of the United States”.

From $120,000 bananas to gold toilets: art provocateur Maurizio Cattelan is back
Wed, 15 May 2024 08:03:35 GMT

The Italian artist, who has gained fame by poking fun at the art world, opened his first solo gallery show in over two decades, now with a more serious edge

The artist Maurizio Cattelan will be the first to tell you he does not specialize in craft. He’s not a painter or a sculptor, per se. His speciality is imaginative provocation, the art of the conceptual joke. A life-size, hyper-realistic sculpture of Pope John Paul II felled by a meteor in La Nona Ora, for example, his eyes closed in eternal sleep. A child-size model of Hitler knelt in prayer, called Him, or a privately commissioned sculpture of a woman, Betsy, huddled in a full-size refrigerator.

The 63-year-old Italian has scored mainstream headlines in recent years with pieces that take a bit very literally, ribbing wealth, power, cultural debasement and the art world’s hot air, among other targets. In 2016, he installed a functional solid-gold toilet at the Guggenheim and called it America. (The work was later stolen from Blenheim Palace, and presumably melted down.) More infamously, he duct-taped a banana to the wall at Art Basel in Miami and called it art. That piece, titled Comedian, sold for $120,000 (and has been eaten by viewers, then replaced, on multiple occasions) – an easily mocked symbol of the art market’s bullshit, a work of questionable genius or a triumphant, Duchampian performance of the modern artist’s tragicomic existence, depending on who you ask.

Yes, Rishi Sunak, the world is a scary place. That is why we need a new prime minister | Rafael Behr
Wed, 15 May 2024 05:00:32 GMT

With no domestic legacy to celebrate, the PM has little choice but to focus on global volatility. But that is a problem he can’t solve

On the eve of the last general election, no one was debating what to do in the event of a pandemic, or if Russia invaded Ukraine, or the Middle East exploded. If the recent past contains clues about the near future, Britain’s next prime minister will soon be grappling with some as yet unforeseen global emergency. Plus the already visible crises.

Where most people see dangers amassing on the horizon, Rishi Sunak reads simplistic campaign slogans. For want of a domestic legacy to celebrate, the prime minister has decided to put global volatility at the centre of his pitch for re-election. He rehearsed the line in a speech on Monday. The world is a scary place, he said. Only the Tories can keep you safe.

Rafael Behr is a Guardian columnist

Wed, 15 May 2024 05:00:33 GMT

European Bank for Reconstruction and Development cuts growth forecasts for regions it operates in, saying war ‘casting long shadow’

Ukraine’s war-torn economy faces a renewed threat as Russia’s intensifying war takes its toll on power plants and forces Kyiv to send key workers to the frontline, the European Bank for Reconstruction and Development has warned.

In its latest economic update, the EBRD cut its growth forecasts and said more than two years of fighting in Ukraine was affecting not only the warring countries but also their neighbours.

The 'foreign agents' law that has set off mass protests in Georgia - podcast
Wed, 15 May 2024 02:00:28 GMT

The bill requires any civil society organisation that receives more than 20% of its funds from abroad to register as being under foreign influence. Daniel Boffey reports

On the face of it the bill could sound innocuous: any civil society organisation that receives more than 20% of its funds from abroad must register as an organisation under foreign influence. Yet the new law Georgia’s parliament passed yesterday has sparked outrage and demonstrations in the capital, Tbilisi.

Critics claim the bill is “Kremlin-inspired” as Putin passed a similar law in 2012, which they say has had a chilling effect on civil society. Demonstrators think it is a way to redirect Georgia towards Russia. The Guardian’s chief reporter, Daniel Boffey, has been speaking to young protesters – often schoolchildren – about why they are so incensed.

The Guardian view on Russia’s new offensive: Ukraine’s allies must renew their focus | Editorial
Tue, 14 May 2024 18:13:25 GMT

Significant advances by Vladimir Putin’s forces in the Kharkiv region must concentrate minds in the west at a critical moment

Antony Blinken’s unannounced visit to Kyiv on Tuesday was a welcome and timely show of support. It was the US secretary of state’s first trip to Ukraine since America belatedly signed off on a $61bn aid package last month, allowing a desperately needed supply of new arms to finally flow to troops in the east. As Mr Blinken met President Volodymyr Zelenskiy in the capital, events continued to underline how urgently such assistance – and much more of the same – is required.

The ultimate scope of Russia’s significant offensive in the Kharkiv region is yet to become clear. In part it may be intended to create a buffer zone, protecting Russian territory close to the north-east border. But as thousands of residents are once more displaced, and the prospect looms of a huge artillery assault on the city of Kharkiv, the incursions are also diverting threadbare Ukrainian resources from the eastern front. That may facilitate new Russian breakthroughs in the Donbas region.

Georgian protesters opposed to a 'foreign influence' bill picketed the Georgian parliament amid a major police presence during the third, and final reading of the bill. Police attempted to disperse demonstrators and people were seen being detained. The 84-30 vote has cleared the way for the bill to become law. The draft now goes to the president, Salome Zourabichvili, who has said she will veto it, but her decision can be overridden by another vote in parliament, which is controlled by the ruling party and its allies. Government critics and western countries have criticised the new bill as authoritarian and Russian-inspired

‘It’s bad behaviour’: Usyk to use Fury incident as motivation for title clash
Tue, 14 May 2024 15:46:44 GMT

Ukrainian told his entourage not to get involved after Tyson Fury’s father butted a team member before Saturday’s fight

Oleksandr Usyk, we were warned, was exhausted and angry. He was in no mood to talk for he had spent all Monday afternoon being shunted from one room to the next and made to suffer the tedium of countless television and YouTube interviews as he was asked the same old questions again and again about his world heavyweight unification title fight against Tyson Fury this Saturday night in Riyadh.

It was agreed that we would leave the IBF, WBA and WBO champion in peace for his only break from the monotony had been when Stanislav Stepchuk, one of the younger members of his entourage, was head-butted in the face by John Fury, the 59-year-old father of the WBC champion. It had been a bloody moment which looked so tawdry compared to the mighty challenge awaiting Usyk against Fury – and especially when set against the reality of Russia’s invasion of Ukraine, a war which is never far from the champion’s mind.

Senator breaks ranks on Gaza – as it happened
Wed, 15 May 2024 07:55:32 GMT

This blog is now closed.

Jim Chalmers said the government didn’t create a new system for the energy payments (so everyone gets it) because it is done through the energy retailers, who don’t have people’s income data.

It’s not a cash payment paid directly to you – instead, it is paid through the energy sector, which takes money off your bill. In this case, $75 a quarter.

I don’t see it in political terms. I think primarily the motivation of this budget is to help people who are doing it tough. More help is on the way for people who are doing it tough via the tax system, via their energy bills and with rent assistance and cheaper medicines and in other ways as well. That’s our primary motivation.

Once you go beyond providing this to people on pensions and payments, you have to design a whole new system in order to create a new distinction. We are providing this energy bill relief to every household. We think that’s a good way to help things make things easier. Some of the other measures are more targeted.

Is the 2024 budget inflationary? Warwick McKibbin and other economists say ‘yes’

Former RBA board member among experts who say Albanese government’s third budget is likely to at least delay next interest rate cut

The Albanese government has “rolled the dice” on the economy and its third budget is likely to at least delay the next interest rate cut by the Reserve Bank, if not provoke another increase, ex-RBA board member Warwick McKibbin and other economists say.

The treasurer, Jim Chalmers, unveiled a second consecutive budget surplus on Tuesday although future years are projected to report sizeable deficits. Westpac estimates the government will pump into the budget an extra $20bn in spending in 2024-25 and 2025-26.

The shocking stupidity of the smart meter system | Letters

Jim Fleming notes that the European Space Agency can wake up a satellite but his power supplier cannot wake up his smart meters. Plus letters from Andrew Warren and David Redshaw

Re your article (British Gas boss says all UK households should be forced to fit smart meters, 8 May), after being harassed by email, text, telephone, letters and finally doorstepping, and being told that we had to get smart meters for safety reasons, we relented and spent a fun day at home with the fitter. The smart meters don’t work; they never worked. Apparently they don’t work in our type of house.

The European Space Agency might be able to wake up the satellite Rosetta 673m kilometres away, but our power supplier cannot wake up our smart meters. Sorry, I have to rush, they want another meter reading. You see, they are experiencing a high level of calls so no one can answer the phone.

Goodbye to gas: how insulation and a heat pump can make you more energy efficient
Mon, 12 Feb 2024 16:31:09 GMT

When it comes to heating our homes efficiently, the UK is lagging behind our European neighbours, however, there are ways in which we can better insulate and save money

Whether it’s squabbles over the office air conditioning or a family member telling you to put on another jumper, heating has always been a hot topic. However, with rising energy costs and the pressing climate crisis at the front of everyone’s mind, how we keep our homes warm is getting even more attention. While we might crave that satisfying feeling of nearly scalding our hand on a radiator when we crank up our central heating, we need to adopt a new mindset.

The UK is still very much reliant on fossil fuels for heating our homes. At the same time, reduction of fossil fuel usage is the number one priority when it comes to combating climate change, meaning the way we heat our homes is long overdue for an overhaul. In England, 90% of homes (pdf) have a boiler system with radiators as their main form of heating, while across the UK, 25m gas boilers are in use, which accounts to 16% of the nation’s total greenhouse gas emissions. To put it into perspective, for the UK to meet the government’s net zero target by 2050, about 8m buildings will need to switch from gas boilers to cleaner alternatives by 2035.

From solar panels needing sun to 21C being ideal: five household heating myths are debunked
Mon, 12 Feb 2024 16:29:53 GMT

When you heat your home efficiently, you can stay cosy and warm without damaging your purse or the environment. However, knowing exactly how to heat your home is key, and here we bust some myths so you can reap the full benefits …

Myth 1: The ideal room temperature is 21C
We often keep our homes warmer than necessary. While a few degrees might not sound like much, it makes a big difference in terms of the overall energy output and cost. We might think we need our home to be set to around 21C, but in reality a little lower is more than sufficient. The World Health Organization suggests 18C is the ideal room temperature for healthy and appropriately dressed people, while The Sleep Charity recommends a bedtime temperature between 16C and 18C for optimum sleep.

Myth 2: Boilers are the most efficient way to heat your home
While in the UK many of us have relied on traditional gas boilers for generations, our European neighbours have been switching to heat pumps. These home heating devices are a modern, low-carbon and economical solution for creating a cosy home. Working much like a fridge or air conditioning unit, they use evaporation and condensation to create heat energy without the need for any fossil fuels.
